What would a beginning bass guitar player need to know?
Scales, fingering techniques, etc.
They can already read sheet music. What are some general suggestions?

Go ahead and use a pick if they want. I don’t use one, but do what is comfortable.
As for what they need to know, in short, a lot. But Rome wasn’t built in a day. They’ll need to learn scales, learn how to play in rhythm, learn proper technique and ear training. But, I would send this person to talkbass.com, they have tons and tons of information for a beginner bass player to learn from people with so much experience. Or, they can get lessons, if they can afford it.
